What is the name of a cartoon of the 90's with scary stories in every episode?

I used to watch it when I was a kid, some 10 years ago or so. I live
in Poland but I'm quite sure it was an American cartoon.
Every episode began outside a bar (I'm not 100% sure of that.) I just
keep seeing that image.
I partially remember only few episodes:
-one was about a girl who collected maple syrups and... I have no idea
what happened to her.
-another was about a girl which loved blueberry (or something purple)
juice and someone spit into a whole tank in a juice factory and she's
been scared of drinking that juice ever since.
-I also recall an episode with very clever man who was responsible for
emptying plane tanks for excrement, he made himself rich by cutting
all costs in half and um... I guess overfilled tank blew up above his
new luxurious house...

I hope someone remembers those same parts as me and will help me out!

BTW, could someone pass me over a link to a site where I could finally
understand all those English tenses? That's a thing I'd to like to
apologize for - grammar.

After watching few suggestions I must say that it was certainly a
drawn cartoon.
Also "plastic" or "play-doh-like" characters doesn't fit my series
either.
